2008 Transportation Professional of the Year

Cyrus Minoofar

Cyrus Minoofar, P.E. is currently the Manager of Intelligent Transportation Systems (ITS) programs for Alameda County Congestion Management Agency. He has served in this capacity for over 12 years working on developing partnerships, attracting funding, and solving transportation congestion in the Easy Bay area. Mr. Minoofar is a visionary leader that has formed a coalition of 29-agencies including federal, state, regional, local, and transit agencies in the Alameda and Contra Costa counties, forming the East Bay SMART Corridors program with the goal of solving growing congestion problems in tbe East Bay. Under Mr. Minoofar's leadership and vision, the coalition has received over $150 million dollars in state, federal and local grants to implement a variety of congestion relief projects.

Mr. Minoofar served as the project manager for these efforts:

  • San Pablo Avenue Rapid Bus program
  • San Pablo Avenue and I-880 Smart Corridors program
  • San Pablo Avenue Bus Stop Improvement project
  • International-Telegraph Rapid Bus project
  • Grand/MacArthur Smart Corridors project
  • AC Transit Wi-Fi project
  • Emergency Response Mobile Data Terminal Video Streaming project
  • WestCAT Automatic Vehicle Location System project
  • I-580 Smart Corridors Traffic Operations System project
  • I-80 Integrated Corridor Mobility project

Currently over $50 million has been invested in the corridor and all of the improvements has been constructed and are operational. In addition, through the recent California Bond Measure program, Mr. Minoofar have been able to apply and receive over $87.7 million from the bond measure program, and other funding sources, to solve the congestion problems along the I-80 corridor. This corridor, which is the main artery, servicing commerce in the East Bay, has been ranked as the most congested corridor in the Bay Area for over a decade. Now, through significant effort by Mr. Minoofar, all of the funding for this project has been secured and the project is in the design phase.
