Transportation Program Manager

The Napa County Transportation & Planning Agency is seeking a well qualified and experienced Transportation Program Manager. Reporting to the Agency's Executive Director, the Program Manager's responsibilities include coordinating, contracting, managing, and administering programs that are related to the improvements of the Napa County Highways, Streets and Roads.

Preferred experience for the position includes three years of increasing responsibility in transportation planning, or related transportation work, including experience at the local or regional level. Administrative or supervisory experience is desired. A Bachelor's degree in transportation or urban planning, transportation engineering, urban geography, environmental studies or a closely related field is preferred. Assistant Director of Public Works - Transportation

The scenic, progressive and growing City of Fairfield (pop. 105,000), located midway between San Francisco and Sacramento in Solano County, seeks an experienced professional with exceptional management and leadership skills to serve as Assistant Director of Public Works - Transportation. This position provides leadership and direction for 10 employees in the Transportation Division of Public Works with responsibility for transportation planning, transit operations, and transportation and transit capital improvements. The Transportation Division operating budget is approximately $7 million. The ideal candidate will be a highly skilled public agency engineering professional who possesses excellent interpersonal and communication skills. In addition, candidates should have a proven track record of building strong relationships with key internal and external stakeholders including regional transportation agencies. Candidates who are experienced with transportation funding sources will be favorably considered.

A Bachelor's degree in Civil Engineering or related field is required, along with five years of relevant experience, including at least two years of administrative and management responsibility. Registration in the state of California as a Civil Engineer is also required. Candidates who are registered as a Civil Engineer by another state must receive their California state registration within one year of appointment to the position. Experience in traffic engineering and knowledge of transit operations is highly desirable. Salary range: $115,548 - $140,448 annually DOQ plus attractive benefit plan including PERS 2.7% @ 55 retirement.

Various Bicycle Program Positions

The City and County of San Francisco will soon have openings for planner I (class 5277), junior engineer (class 5201) and associate engineer (class 5207) in the Bicycle Program. The City's Bicycle Program (www.sfmta.com/bikes ) is part of the Municipal Transportation Agency (MTA), and work in the Bicycle Program offers the opportunity to be involved in a wide range of multi-modal transportation projects.  The MTA oversees a wide variety of transportation planning projects focusing on bicycle, pedestrian, and transit improvements.  Now is an exciting time to help make San Francisco a more bicycle-friendly City ( San Francisco is the nation's 2 nd densest city, and has the highest bicycle commute mode share for cities larger than 500,000 people).  Upcoming projects include filling gaps in the City's bicycle route network (including the planning and implementation of a wide range of innovative design elements such as bicycle traffic signals, bicycle boulevards, bicycle boxes, and on-street bicycle parking), developing a pilot program to provide bicycle access to the City's light rail system, conducting an FHWA-sponsored experiment on the effectiveness of colored bicycle lanes, developing a public bike-sharing program a la Paris' Velib system).  Engineers in the Bicycle Program work closely with other City agencies and the public to develop successful projects.

  • Hands-on experience including design and production using AutoCAD, Land Desktop, Microstation and Inroads

THE POSITION

The San Mateo County Public Works Department is seeking an Associate Civil Engineer to work in the Road Operations section of the Road Services Division. This section consists of Civil Engineers, Construction Inspectors and Specialists who provide a variety of road- and traffic-related services and data. Under general direction from the Road Operations Manager, this Associate will have opportunities to perform traffic engineering studies and investigations, review and analyze development proposals and public works projects for traffic and transportation components, design and review transportation plans and projects, provide general civil engineering support, and lead a team of traffic and other staff. Additionally, this individual will take the lead in maintaining effective relations between the section and the public by facilitating requests and concerns from the traveling public regarding County roadways, including speed limits, signs, signals, striping, traffic counts and other investigations.

IDEAL CANDIDATE

The ideal candidate for this position is: · Technically knowledgeable in the principles and practices of traffic and transportation engineering, methods of civil engineering, and Public Works construction and maintenance. · An effective communicator, both orally and in writing; who can represent the County in meetings and presentations to various groups including community groups, regulatory and other governmental agencies, and the general public. · Customer-focused and interpersonally effective in dealing with staff, engineers, contractors and the public, and in coordinating with law enforcement agencies, emergency responders and other agencies when necessary. · Able to analyze and evaluate alternatives, make sound recommendations and prepare effective technical staff reports. · Accountable and able to schedule and carry through with assignments with independence. · A team builder with demonstrated experience providing lead direction to a technical support staff. QUALIFICATIONS

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is two years of professional civil engineering experience, which has included field and office work, in the planning, design, construction and maintenance of a variety of civil engineering projects, specifically in traffic and transportation engineering. Licensure/Certification: Possession of a Class C California driver license or equivalent. Possession of a valid Certificate of Registration as a Professional Civil Engineer in the State of California . Note: A differential pay equating to ½ step (approximately 2.87%) of the salary will be given to the successful candidate if he/she possesses a valid Certificate of Registration as a Traffic Engineer issued by the California State Board of Registration for Professional Engineers.

Engineering Assistant I or II

DEFINITION : Under general direction, performs difficult sub-professional civil engineering work as well as less difficult professional civil engineering work related to the design, operation, inspection, and maintenance of public works improvements.

Engineering Assistant I: is a sub-professional engineering position requiring an extensive background in the Public Works field and office experience. Employees in this class may exercise independent judgment in the day to day interpretation of standards and specifications as they apply to construction methods and materials. Engineering Assistant II: is considered the journey level position within the Civil Engineering Assistant series. Positions assigned to this class must possess knowledge of the principals and techniques of public works engineering as acquired through extensive field and office experience, and may provide lead supervision and guidance to assigned technical and maintenance staff as applicable. The ability to work independently and exercise judgment and initiative is essential within this position.

Advancement to the Engineering Assistant II level shall occur after satisfactorily performing the duties of an Engineering Assistant I for two (2) years. Satisfactory performance means an overall satisfactory or higher rating on the performance evaluation during the last evaluation period. An employee may be advanced to the Engineering Assistant II level in less than two (2) years if the employee's performance is noted as exceptional by the Department Head and the employee is recommended for early advancement by the Department Head.

ESSENTIAL / MARGINAL FUNCTIONS: Essential Functions: Engineering Assistant I: Performs technical field and office civil engineering duties in the planning, design, construction and inspection of public works projects; performs on-site inspections during construction of roads, sidewalks, curbs, gutters, sanitary sewer systems, storm drains, water systems, municipal parks, buildings, and other public improvements; functions as a resident engineer or as an assistant to an engineer on various City capital projects; monitors, inspects and approves work done under encroachment permits; inspects and performs routine tests of materials for identification and conformance to specifications; takes samples of materials for examination or analysis by laboratories; maintains and prepares job records; prepares and maintains accurate "as-built" plans for a completed project; reviews specifications and plans including final maps, improvement plans, and legal descriptions; issues miscellaneous public works permits; conducts or assists in surveys and field checks; gathers field data for the planning and construction of public works improvements. Engineering Assistant II: the foregoing duties plus: performs site development and subdivision plan checks; administers construction contracts for capital projects; prepares technical reports; represents the public works department at private development project review meetings; plans, organizes, assigns, reviews and supervises work of subordinate personnel; trains staff; assists with difficult technical problems. Marginal Functions : Performs related duties and responsibilities as required.

QUALIFICATIONS : Knowledge of: Engineering Assistant I: Civil engineering principles, practices, materials, methods and standards used in construction and installation and inspection of storm drains, sanitary sewers, water mains, streets, sidewalks, curbs, gutters, and other public works improvements/projects; tools, techniques, instruments and equipment used in public works construction; construction safety practices; engineering principles and practices involved in the design of public works facilities; principles and methods used in construction surveying. Engineering Assistant II: the foregoing plus: backflow and cross connection prevention methods, requirements and devices; City improvements standards, specifications, and ordinances. Ability to: Engineering Assistant I: Read, evaluate, and interpret complex construction drawings and technical reports; prepare plans and drawings; make accurate field measurements and calculations; prepare and maintain accurate diaries and reports; check or write legal descriptions; organize and plan assigned work; establish cooperative working relationships with other City staff, the public, and outside agencies; ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include walking, standing or sitting for extended periods of time and operating assigned office equipment; ability to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating assigned office equipment; ability to maintain mental capacity which allows for effective interaction and communication with others. Engineering Assistant II: The foregoing plus: organize, plan and assign work; assign, train, evaluate, and supervise subordinates.

EDUCATION AND EXPERIENCE : Education: High school graduation or equivalent supplemented by courses in drafting, surveying, algebra, geometry, and trigonometry. Additional course work related to civil engineering is desirable. Experience: Engineering Assistant I: Four (4) years experience of increasingly responsible sub-professional engineering field and office work. Engineering Assistant II: Six (6) years experience of increasingly responsible sub-professional engineering work. Supervisory experience is desirable.

Preference will be given to candidates who demonstrate four or more years of experience in municipal traffic/transportation engineering including street lighting, traffic calming, traffic signals, field investigations, coordination with signing and striping crews, and interpretation of plans and specifications for traffic/transportation projects.

LICENSES AND CERTIFICATES : Valid Class "3" or "C" California driver's license.

WORKING CONDITIONS : Work in an office and field environment; walking standing or sitting for periods of time; perform construction inspection activities in the field.

Examination Process: An official City of West Sacramento application form must be filled out, in its entirety. In addition, the applicant is required to submit a resume and complete the supplemental questionnaire . It is the applicant's responsibility to explain his/her qualifications fully and clearly. Enrollment in the medical insurance and long-term disability plan are optional; however, proof of coverage in another medical plan is required.

Vacation : 1 - 5 years = 10 days; 6 -10 years = 15 days; 11-19 years = 20 days; 20+ years = 25 days . (may sell back twenty (20) hours per fiscal year)

Holidays : 13.5 paid holidays per year

Retirement : Public Employees' Retirement System, 2 .5 % @ 55 Plan. The City p ays 7% of the employee‘s 8 % contribution. E mployee also shares in the retirement program with a 2% contribution, pre-tax under IRC 72(0).

Social Security / Medicare: The City does not participate in Social Security, but does participate in Medicare.
