The TDM Coordinator, Research Park, is responsible for designing, developing, and implementing an alternative transportation promotion program for 160+ leaseholders in the Stanford Research Park. Typical duties include developing effective public relations and TDM outreach campaigns to companies within Research Park, acting as liaison between these companies and the university; hosting promotional events; educating Research Park occupants of alternative transportation services and availability of resources; and writing copy for brochures, newsletters and other publications.

The TDM Coordinator, Research Park, also will be responsible for supporting Stanford University's Marketing & TDM Outreach Manager and the university's TDM programs. Typical duties include assisting with bi-annual marketing and promotional campaigns, developing and strengthening new and existing programs, interacting with alternative transportation customers, improving the customer experience, assessing the success of TDM efforts, and analyzing data regarding participation in employee transportation programs and recommending refinements, if necessary.

The Transportation Policy Director is a senior level management position which directs the Leadership Group's transportation and land use policy initiatives and programs. The Director provides key staff support to the Leadership Group's transportation policy committee and the organization generally in areas of public policy development, strategic planning, legislative advocacy and program initiatives related to transportation.


Responsibilities

Provide leadership and staff support to the Leadership Group Transportation Policy Committee. Duties include meeting planning, facilitation, leadership development, policy analysis and coordination of work programs.

On an annual basis, work with the committee and membership to establish the Leadership Group's transportation-related legislative, policy and program priorities. Identify measurable outcomes and issue champions.

Carry out research and analysis on issues related to transportation policy, including but not limited to improving California’s transportation infrastructure, addressing the state's infrastructure funding shortfall, reducing greenhouse gas emissions and encouraging transit-oriented development. Identify policy positions, programmatic activities, and initiatives to advance the organization's priorities and the strategies necessary to achieve those objectives.

Advocate effectively for the Leadership Group's policy positions by developing and maintaining relationships with key policy makers, community leaders, and organizations, and identifying opportunities to partner on issues of mutual interest.

Assist in communicating the Leadership Group's transportation and land use priorities, successes and activities to the broader community by, among other things, drafting op eds, writing the transportation section of the Leadership Group's annual Projections report, and representing the Leadership Group at meetings and conferences and on community taskforces, committees, boards and organizations as appropriate.

Actively involve member companies in the Leadership Group's policy and program initiatives. Staff committee co-chairs and board members as they make presentations and advocate for transportation issues on behalf of the Leadership Group.


Skills

Excellent written, verbal, and interpersonal communication skills. Ability to prepare memos, reports and letters quickly that are thorough and factually correct.  

Broad knowledge and experience in the public policy process and politics.

Summary

The Transportation Planner Series-Planning Division includes three levels of professional Transportation Planners who manage planning and corridor studies and other planning projects, facilitate community outreach efforts, and represent the Authority on technical and policy advisory groups.

The Senior Transportation Planner is the intermediate level of the Transportation Planner Series-Planning Division. The Senior Transportation Planner is responsible for assignments that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. The duties specified below are characteristic of the range of duties and responsibilities assigned to this position, and not intended to be a comprehensive listing.

Essential Duties and Responsibilities

  • Designs and conducts complex technical planning studies. Collects, analyzes and interprets transportation data, designs surveys, develops long-range transportation planning priorities, summarizes data and prepares reports, and reviews transportation model inputs and outputs.
  • Performs project management for large planning and corridor studies. Duties include developing proposals; developing and tracking project budget, scope and performance measures; recommending and procuring consultant services; managing consultant and Authority staff team; reviewing and reporting on study progress and deliverables; applying for and managing of grants; corresponding with agency partners; and developing and implementing public outreach plans.
  • Maintains contacts with peers from federal, state, and regional agencies, including Authority sponsor agencies and staffs of elected local, regional, state and federal officials.
  • Prepares Board memoranda and official Authority correspondence, and presents before management, the Authority Board, and other external agencies.
  • Provides general planning assistance to Deputy Director for Planning and other Divisions, including providing input, reviewing and commenting on Authority initiatives and studies, including but not limited to, the Countywide Transportation Plan, the Congestion Management Program, the 5-Year Prioritization Programs and the Authority Strategic Plan.
  • Performs related duties as required and assigned.

Supervisory Responsibilities

May supervise interns and external consultant teams.

Minimum Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, abilities, training and experience required of this job.

Training and Experience: Completion of a graduate degree in an appropriate discipline such as transportation planning or civil engineering; and three (3) years of progressively responsible experience in transportation planning, programming or funding.

Knowledge: Basic research methods and database management techniques; proficiency with standard computer spreadsheet, word processing, presentation and internet software; and statistical and computational analysis principles and methods; and advanced knowledge of transportation planning principles, techniques and methods; transportation funding and finance; and capital project development phases.

Skills and Abilities: Ability to collect, analyze and interpret data pertaining to transportation planning and programming of funds, information on transportation issues and related legislation using appropriate methods and statistical techniques; design surveys; develop long-range transportation planning priorities; identify project goals and performance measures; oversee and manage projects and consultants; facilitate meetings; summarize and present data and prepare written reports and recommendations, and outreach materials; speak effectively and write clearly and concisely; exercise tact and courtesy in working with members of the general public; and interact effectively with Authority Board members, other government officials, professional and technical colleagues and staff.

Ability to perform the above independently; act as a resource for entry-level Planners; determine most appropriate and effective method of communicating with general public, Board members, other government officials and professional and technical colleagues and staff.

Spring Semester Graduate Interns

Join the team of an innovative and dynamic transportation agency! The San Francisco County Transportation Authority has spring semester graduate intern positions for students who are self-motivated, detail-oriented, and excited about making a meaningful contribution to San Francisco's transportation system.

Transportation Authority staff are an energetic and experienced group of planners and engineers working in partnership with local and regional agencies (e.g., Muni, MTC, etc.) to implement, fund and evaluate a wide variety of projects and policies. We also develop and operate an activity-based travel demand model for a wide range of uses, including demand forecasting and policy scenario testing.

Due to the size of our agency and our dedication to learning from each other, interns will have the opportunity to interact with professionals at all levels within the Authority, from your peers to the senior managers. Authority staff will work with each intern to develop a program that is tailored to his/her individual strengths and interests, as well as the current needs of our teams.

Internships are paid and can be combined with general research opportunities or research towards a thesis. Past interns have participated in a variety of projects, including:

  • refining San Francisco's activity-based travel demand model
  • developing strategic analysis reports on key transportation policy questions
  • collecting and analyzing data for the Geary and Van Ness bus rapid transit studies
  • conducting studies (e.g., parking, pedestrian LOS, transit reliability) for neighborhood transportation plans
  • mapping data and projects in the 5-Year Prioritization Programs
  • and much more...

Availability: Interns should be available to work at least 16 hours per week during regular business hours, for at least a 12 week period of time. (Full time is also possible).

Minimum Qualifications: Strong interest in urban transportation planning is required. Proficiency with Microsoft Word and Excel is required. Proficiency with ArcGIS, database management, statistical analysis and/or web page design is desired.

Skills and Abilities: Standard transportation planning principles, methods and processes; basic research methods, survey design, and database management techniques; ability to interpret data using appropriate planning methods and statistical techniques; familiarity with land use planning methods; strong written and oral skills; ability to prepare and present written reports and recommendations.

Special skills for each group vary. Familiarity with travel demand modeling or GIS, project funding, or civil engineering are preferred for the Technology, Programming or Capital Projects groups respectively.

Training and Experience: Prospective graduate interns should have completed at least one semester in a relevant graduate level discipline (e.g. transportation planning, urban planning, civil engineering).

Compensation Range: $20 - $24 / Hour, D.O.E.

The Technology Transfer Program, within the Institute of Transportation Studies at the University of California, Berkeley is a comprehensive professional development program for the California transportation community. This would include having lead project manager experience, overseeing scopes of work, proposal development, budgets, manpower requirements, technical / scientific project details, and managing client relationships. Additionally, you must have abilities to provide emission source, GHG and climate change policy reduction strategies as related to transportation sources, as well as, land use / design strategies.

Position requires a bachelor's degree in Transportation Planning, Engineering or related discipline. MS preferred. Experience writing technical documentation and leading project groups desired.

Senior Admininistrative Analyst & Administrative Analyst II

The City of Mountain View's Public Works Department is seeking qualified professionals who possess superior analytical, interpersonal and communication skills. The position will be filled at either the Senior Administrative Analyst or the Administrative Analyst II level depending on the qualifications and experience of the candidate selected.

The primary responsibilities of the position are to act as the Public Works Department Analyst in regional and local transportation, write and administer grant funding applications and implement other policy-related projects. The position also acts as the liaison to the City Bicycle/Pedestrian Advisory Committee and other committees by preparing agendas, minutes and reports. This position prepares reports and makes presentation to the City Council and outside organizations on various topics.

The Administrative Analyst II level requires education and experience equivalent to a bachelor's degree from an accredited college or university in public administration, business, transportation, environmental studies, geography, planning or related field and two years of full-time administrative and analytical experience equivalent to the position of Administrative Analyst I with the City of Mountain View.

The Senior Analyst level requires education equivalent to the II level and three years of increasingly responsible administrative and analytical experience. A master's degree in business or public administration is highly desirable.

Salary: $6,315 to $7,894 Monthly (Senior Administrative Analyst level)
or $6,079 to $7,152/Monthly (Administrative Analyst II).
Salary includes employee's 8 percent PERS contribution for the 2.7% at 55 PERS retirement formula.
