We are seeking an Experienced Project Manager with 6+ years experience on Transportation Planning projects throughout the California Region.

The ideal individual would have previous experience managing transportation planning, railway, environmental policy and/or economic analysis aspects on projects. This would include having lead project manager experience, overseeing scopes of work, proposal development, budgets, manpower requirements, technical / scientific project details, and managing client relationships. Additionally, you must have abilities to provide emission source, GHG and climate change policy reduction strategies as related to transportation sources, as well as, land use / design strategies.

Senior Admininistrative Analyst & Administrative Analyst II

The City of Mountain View's Public Works Department is seeking qualified professionals who possess superior analytical, interpersonal and communication skills. The position will be filled at either the Senior Administrative Analyst or the Administrative Analyst II level depending on the qualifications and experience of the candidate selected.

The primary responsibilities of the position are to act as the Public Works Department Analyst in regional and local transportation, write and administer grant funding applications and implement other policy-related projects. The position also acts as the liaison to the City Bicycle/Pedestrian Advisory Committee and other committees by preparing agendas, minutes and reports. This position prepares reports and makes presentation to the City Council and outside organizations on various topics.

The Administrative Analyst II level requires education and experience equivalent to a bachelor's degree from an accredited college or university in public administration, business, transportation, environmental studies, geography, planning or related field and two years of full-time administrative and analytical experience equivalent to the position of Administrative Analyst I with the City of Mountain View.

The Senior Analyst level requires education equivalent to the II level and three years of increasingly responsible administrative and analytical experience. A master's degree in business or public administration is highly desirable.

Salary: $6,315 to $7,894 Monthly (Senior Administrative Analyst level)
or $6,079 to $7,152/Monthly (Administrative Analyst II).
Salary includes employee's 8 percent PERS contribution for the 2.7% at 55 PERS retirement formula.

Analyst - Parking & Transportation Services

Stanford University is recruiting for an Analyst in the department of Parking & Transportation Services (P&TS). Under the direction of the Transportation Program Developer/Planner, the Analyst performs data management and analysis to support the department's parking and transportation programs. Typical duties include report production, survey administration, and routine application administration functions such as user management, pricing updates, and inventory updates.

SPECIFIC RESPONSIBILITIES:

  • Serve as application administrator and expert user for the P&TS database, which holds customer, inventory, and revenue data and which serves as the retail point-of-sale system software. Add and remove user accounts, manage access rights, and perform other routine application administration functions.
  • Perform database queries to generate data and statistics for analysis of transportation programs and initiatives, and produce reports for management consideration.
  • Coordinate additions and modifications to database functionality. Track bug reports and enhancement requests. Work with P&TS staff to validate reported application errors and define functional requirements for application enhancements. Work with IT staff and external developers to develop, implement, and test solutions.
  • Design and implement surveys, including the campus-wide annual commute survey; analyze and interpret survey data; and produce reports and summaries of survey results.
  • Perform geographic information system (GIS) analysis of customer data to support the development and marketing of alternative transportation programs.
  • Work with the planning and operations teams to analyze and forecast allocation, demand, and utilization of parking and transit resources.
  • Analyze data collected by P&TS to evaluate the effectiveness of existing transportation programs and to project future conditions.

THE POSITION

Under general direction of the Traffic Engineer, the Associate Transportation Planner is expected to carry out responsibilities with substantial independence, performs a variety of highly responsible and complex planning duties in the field of transportation; performs related duties as required.

Typical Duties Include:

  • Maintaining the land use data/projections for use in traffic model and traffic studies.
  • Reviewing and commenting on traffic and transportation aspects of proposed development projects.
  • Coordinating with developers and planning staff to initiate traffic modeling and traffic studies.
  • Providing oversight of transportation consultants conducting and/or directing comprehensive investigations in transportation planning.
  • Developing scope of work and review proposals for traffic studies.
  • Analyzing, evaluating and reviewing traffic studies to determine impacts and develop mitigations.
  • Coordinating planning issues with other local agencies and transit operators.
  • Participating in multi-jurisdiction cooperative transportation planning activities.
  • Responding to complaints and requests from residents and work with residents in neighborhood meeting environment, including the management of traffic calming program.
  • Applying for regional, state and federal transportation related funding sources.
  • Reporting and tracking projects and documents including the review, coordination and comments for project environmental documents.
  • Assisting in the development of master plans and projects.
  • Assisting with various funding mechanisms and processes, including transportation grant funding.
  • Working on technical transportation planning issues, including transportation modeling, cumulative impacts of development and review of transportation studies.
  • Researching and preparing various written reports on specific Commission policies and make recommendations on a broad range of subjects such as transit project planning and program delivery, financial matters and administrative and transportation issues.

The Traffic Division of the Public Works Department is responsible for planning and operating the roadways, sidewalks, and bikeways in the City to provide for the safe and efficient movement of people, goods and services within Pleasanton. The most common requests of Traffic Division staff involve safety, speed, traffic signals, signs and markings, school and neighborhood traffic conditions.

Contemporary traffic engineer principles and practices including techniques for analyzing and developing transportation impacts of development and transportation projects; techniques for improving traffic operations and mitigating impacts.

Skill to:

  • Review and evaluate traffic engineering plans; design streets, interchanges, parking, and traffic control projects; prepare detailed plans and specifications.

  • Use computers and spreadsheets, word processing, and signal optimization software such as, TRANSYT, PASSER, HCM, and signal monitoring and control software.

  • Work in an effective, courteous manner with supervisors, co-workers, professional engineers, other agencies and the general public.
  • Effectively supervise and develop both technical and professional personnel.
Education and Experience:

Any combination of training and/or experience that would likely provide the required knowledge, skills and abilities would be qualifying. A typical way to do this might be:

  • BS degree in transportation, traffic or related field of engineering/planning
  • Four years of progressively responsible transportation engineering work.
  • Familiarity with PC applications for traffic engineering to include spreadsheets and related data systems.
