The City of Palo Alto is recruiting for a highly qualified and innovative Transportation Manager (Chief Transportation Official) to direct the Transportation section of the Department of Planning and Community Environment.  The City Council and community strives to fully integrate transportation objectives, with particular emphasis on bicycle, pedestrian and transit modes, with its planning efforts.

This position will be responsible for managing and directing the operation of the section, including: developing policies, principles, procedures, and work processes and evaluating achievement of goals and objectives. 

The position will also be responsible for supervising technical and lead staff, prioritizing and assigning work, conducting performance evaluations, ensuring staff training, and making hiring and disciplinary recommendations.  The position will oversee and/or perform complex transportation planning studies and projects, technical analysis and contract management duties, and will oversee staff responsible for the City's local shuttle program; school traffic safety and alternative transportation programs, including bicycle, pedestrian and transit planning; transportation demand management (TDM) programs; traffic signal operations; transportation analysis for development review; and various traffic and transportation studies, including traffic calming and residential permit parking programs.  The position will prepare or oversee preparation of written and verbal reports to the City Council, Planning and Transportation Commission, other boards and commissions and external agencies as needed; coordinate grant writing and grant management; perform liaison functions with other local, sub-regional and regional agencies, community committees and groups on the behalf of the Transportation section, perform other duties as required.

Duties include project and program management, budget oversight, and contract administration, including technical guidance to consultants and contractors and technical staff. The Transportation Manager is expected to exercise considerable independent judgment in directing staff, developing policies, and evaluating projects. The position also requires a thorough knowledge of rules, regulations, codes and issues involved in transportation planning, as well as familiarity with emerging transportation concepts, particularly related to non-vehicular travel modes. 

The Minimum Qualifications to be considered for this position include sufficient education, training and/or work experience to demonstrate possession of the skills and abilities, which would be typically acquired through:

  • A Bachelor's Degree in Transportation Planning, Transportation Engineering, Public Administration, Urban Planning or other closely related subject from an accredited University and five years of progressively responsible professional planning or administrative experience primarily in transportation planning activities, including at least two years in a project lead/manager capacity
  • A Master's Degree or a registered Professional Engineer (PE) certification is desirable

  • Ability to develop and implement long-range traffic, transportation and parking projects;
  • Familiarity with emerging transportation concepts, particularly related to non-vehicular travel modes;
  • Understanding of land use and transportation relationships;

Stanford University is recruiting for an Analyst in the department of Parking & Transportation Services (P&TS). Under the direction of the Transportation Program Developer/Planner, the Analyst performs data management and analysis to support the department's parking and transportation programs. Typical duties include report production, survey administration, and routine application administration functions such as user management, pricing updates, and inventory updates.

SPECIFIC RESPONSIBILITIES:

  • Serve as application administrator and expert user for the P&TS database, which holds customer, inventory, and revenue data and which serves as the retail point-of-sale system software. Add and remove user accounts, manage access rights, and perform other routine application administration functions.
  • Perform database queries to generate data and statistics for analysis of transportation programs and initiatives, and produce reports for management consideration.
  • Coordinate additions and modifications to database functionality. Track bug reports and enhancement requests. Work with P&TS staff to validate reported application errors and define functional requirements for application enhancements. Work with IT staff and external developers to develop, implement, and test solutions.
  • Design and implement surveys, including the campus-wide annual commute survey; analyze and interpret survey data; and produce reports and summaries of survey results.
  • Perform geographic information system (GIS) analysis of customer data to support the development and marketing of alternative transportation programs.
  • Work with the planning and operations teams to analyze and forecast allocation, demand, and utilization of parking and transit resources.
  • Analyze data collected by P&TS to evaluate the effectiveness of existing transportation programs and to project future conditions.

THE POSITION

This section consists of Civil Engineers, Construction Inspectors and Specialists who provide a variety of road- and traffic-related services and data. Under general direction from the Road Operations Manager, this Associate will have opportunities to perform traffic engineering studies and investigations, review and analyze development proposals and public works projects for traffic and transportation components, design and review transportation plans and projects, provide general civil engineering support, and lead a team of traffic and other staff. Additionally, this individual will take the lead in maintaining effective relations between the section and the public by facilitating requests and concerns from the traveling public regarding County roadways, including speed limits, signs, signals, striping, traffic counts and other investigations.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. Engineering Assistant I: is a sub-professional engineering position requiring an extensive background in the Public Works field and office experience.     Reporting to the Principal Development Engineer (Manager of Instructional Development), the Assistant/Associate Development Engineer will provide professional and program support  on specific projects.

    General description of duties

    Under general direction of the Manager of Instructional Development for the Technology Transfer Program, coordinate with and assist professional planners and engineers with development and revision of instructional content in all areas of transportation, including but not limited to planning, pavements, traffic engineering, safety and compliance. Provide interdisciplinary research support for development of learning objectives and course work that meets clients needs. Assist with development and implementation of program evaluation methodologies, write reports of findings, coordinate and act as lead on revisions. Recruit and facilitate expert panel discussions to identify and define training needs and technical assistance approaches. Manage project budgets.

    As assigned and in coordination with Principle Development Engineer, take lead on special projects  including but not limited to developing and managing a peer to peer program providing targeted technical assistance for California state and local agency personnel on specific projects; reviewing Traffic Safety Evaluation project deliverables and working with expert evaluation teams to ensure quality outputs;  representing the Technology Transfer Program in meetings and conferences; building partnerships with funding agencies and client groups; developing new project ideas; writing occasional  newsletter articles and web content as appropriate; developing and distributing training need surveys.

    Act as technical liaison for five part-time professional engineers and planners who function as “LTAP field agents” and “circuit riders” under the Federal Local Technical Assistance Program, and coordinating delivery of Technology Transfer Program's curriculum of more than 20 on-request road shows on pavement and other public works related topics. Assist with development and implementation of individual work plans and budgets, design and implement effective evaluation and feedback procedures; research and disseminate information on innovations and technologies appropriate for dissemination to California local agencies via the field agents.

    This is a career ladder position, with an assistant development engineer being given generally  less responsibility and have less independence than the associate development engineer. The associate development engineer, for example, will be called on to provide day to day management of individual programs/projects, including preparation and management of budgets; provide primary liaison with government agencies instructors and sponsors; and may as need arises supervise one or more program assistants. An assistant engineer will operate under closer supervision; will not have supervisory responsibilities; and will work and coordinate with other government agencies, instructors and program sponsors, but will not be expected to act as primary liaison.

    Qualifications

    Assistant Development Engineer : A bachelor's degree in transportation engineering/planning/systems operations and 2 years relevant work experience are minimum requirements. A relevant master's degree is highly desireable and may be substituted for one year of field experience. Expressed Interest and demonstrated understanding of technology transfer methods, transportation innovation, and adult learning strategies in a professional environment as well as an understanding of the work and operation of transportation institutions in California are needed for success.     Associate Development Engineer : A bachelor's degree in transportation engineering/planning/systems operations and 3+ years relevant work experience with transportation agencies are minimum requirements.
